Ukrainian Ultras: A Global Ceasefire

The football fans, which had been viewed earlier as radicals provoking mayhem by many, are now setting up grand shows akin to yesterday’s fire-show on the Pedestrian Bridge in Kiev in support of united Ukraine, protecting the activists from attacks and performing the “Putin – huilo” cheer in unison.


“Ukrainska Pravda. Zhittya” talked to several activists of the ultras movement and found out what now united the football fans who had feuded before.

Before it has been as follows: “Dynamo-Kiev” is fighting with “Chornomorets Odessa,” and Kharkiv “Metalist” – with “Dnipro Dnipropetrovsk” Clashes happened frequently between the fans of these teams. Now, however, “Metalist” ultras are walking shoulder-to-shoulder with “Dnipro” ultras in one march for united Ukraine, and “Chornomorets” fans are coming to Kiev to support “Dynamo.”

The unification of football fans started after “Berkut” had forcefully dispersed the students on Maidan. Back then, the ultras from enemy camps gathered for the first time on Mikhailovskaya Square. Later the leaders of the ultras movement addressed all the fans of Ukrainian football clubs with the proposal to sign a “gentlemen’s agreement” regarding a ceasefire.

“Everything lead up to it. When Maidan began, people from various regions came to Kiev, and already then everything spurred into action, the ultras started getting acquainted with each other,” tells ultras of the Simferopol football club “Tavriya” Oleg.“We are patriots of Ukraine, we understand who is to blame for everything in the country. We were greatly dissatisfied when the students were beaten. What is more, the ultras themselves have been subject to police repressions numerous times.”

“Three years ago the relations with many ultras were, to put it mildly, not very good,” says former organizer of the movement, and now simply a fan of Kharkiv “Metalist” Maksym “Cowboy.” “Now we have agreed on a global ceasefire. This happened for the first time in the Ukrainian fan movement, and in many other countries this had never happened! When a threat exists, like now, when the issue of the country’s integrity is relevant, there is something more than animosity between the clubs.”

The cheer “Putin – huilo” was invented by Kharkiv ultras. But there is no response as to who the author is. People’s masterpiece.

“About Putin – this is an old cheer of the Kharkiv “Metalist” during the times of feuding between Surkis (president of FC “Dynamo”)  and Yaroslavsky (former owner of “Metallist”),” explains Maksym. “Only instead of Putin, there was Surkis, Yaroslavskiy did not like him. The replacement of the enemy in light of the situation occurred easily. Therefore the current cheer became much more popular than the old one.”

The ultras movement proved to be a serious social force, probably, during the joint march of “Metallist” and “Dnipro” fans in Kharkiv on 27th of April. It was then when they were attacked by the representatives of the separatist movement. According to the ultras, the fans did not attack first during any of the latest clashes.

“We did not touch anyone and we wanted to avoid any conflicts,” tells Kharkiv ultras activist Igor. “The first victims appeared among our fans. After the instance in Kharkiv, both sides prepared for possible future conflicts: many acquired chains, bats, I saw traumatic rifles with some of the separatists. Meanwhile the police was completely idle back then and on 2nd of May in Odessa. Blood was spilt, and in such moments all sanity disappears. A necessity to protect oneself arises. And when the police doesn’t work, the people have a right to protect themselves.”

Ultras are not some mythical radical group. They are a sort of interest club, small communities of 10-30 people which communicate with one another. In each of these communities, as a rule, there are activists which go to fan pool assemblies, invent actions to support their teams – flashmobs, fire shows, performances.

The football clubs do not sponsor ultras activities – besides, maybe, global actions. The fans have a “universal bank,” to which they make monthly payments. The ultras are represented by a great variety of people.

“These are teenagers, and people whose children will get their passports soon. And students, businessmen, plumbers, governors,” says Igor. “Of course, a major part of the ultras are students, the youth, as they have a lot of lively energy and free time.”

After the beginning of Maidan the Simferopol ultras, like everyone else, supported the protest movement and became, essentially, the self-defense for pro-Ukrainian activists. Every meeting with blue-and-yellow flags was guarded by young men in sports wear. However, as soon as the Crimea became occupied territory, the ultras started receiving calls with the petition to appear in the security service – “just to talk.” The fans started receiving strange summons.

“The pressure on ultras started back in the autumn, long before the green men appeared,”says “Tavriya” fan Oleg. “The fans that supported the protest movement were being photographed, and their photos were handed out at Antimaidan meetings.”

According to one of the Simferopol ultras Olexiy, back in the end of November the current head of the Republic of the Crimea Sergey Aksionov tried to “buy” the ultras to participate in Antimaidan – he proposed that they become “titushky” for significant daily payments. The fans refused.

Now, after the Crimea ended up occupied, all the ultras who might have been hunted by the local “self-defense” left the peninsula. Younger men have “retreated into the shadows.”

“We refused to support “Tavriya” because we are really in danger,” says Oleg. “De facto the club has been left without fans and the majority of supporters. Now the stadium attendance is catastrophic: less than a thousand people come, and the games are, for some reason, being secured by representatives of the “self-defence,” however, in contrast, people have to be protected from them.

The situation with the club is very difficult. On one hand, it seems to me that the Russian sponsor will not take “Tavriya,” as the Crimea is occupied territory and it is unknown what will happen next. What is the Crimea is to return to Ukraine tomorrow? Besides, banks, establishments, the airport are not working. Who would want to invest money in this situation? What is more, we know that the Russian economy itself is not living out its best times now. On the other hand, Ukrainian sponsors will not invest money either. However, the leadership of the club is still waiting for mythical Russian funds.

The only way out is for the team to leave occupied territory and play in the neighbouring region “Tavriya” is a Ukrainian champion, laureate of the cup, and on the wave of patriotism it could be accepted as a club from the Crimea which did not want to remain in occupation and left to retain the history of the team.

If the scenario of the Crimean capture turned out to be possible – then why is this option not possible either?”

Now the ultras are thinking what will happen next to the fan movement.

If the fans that had been feuding for years managed to unite – further they could become a big moving force in Ukraine, and this force will surpass the framework of football.

“I would want for us never to return to the point when there was animosity between the ultras,” shares Maksym. “Of course, they are all young hot-headed men, and they need to play with enemies besides supporting their team. It is important for them to match their power, without any weapons or knives. This is a fist-fight tactic.

But, I think, there will be no more animosity between the ultras. Because henceforth we are all standing on one side of the barricades and want peace and unity.”

Lie of the day. Russian media: a tragedy in Odessa was organized by the “Right Sector”

Russian state media, in particular channels “Russia-1″ and “Russia-24″ informed on Wednesday that Russia wants to appeal to the Hague Tribunal accusing Ukrainian “Right Sector” in the organization of the tragedy in Odessa on the May 2, when during the events in the House of Trade Unions more than 40 people died. 

Here is how Russian Kremlin’s channel “Russia-1″ informed on Wednesday (ed.- 21st of May) about new developments of the Ukrainian investigation of the tragedy in the House of Trade Unions in Odessa on the 2nd of May: “The Russian Foreign Ministry is considering filing a lawsuit to the Hague Tribunal in connection with the tragic events in the House of Trade Unions in Odessa on May 2. A MEP from Latvia Tatiana Zhdanok encouraged to call the “Right Sector” to account for the use of chemical weapons in the building trade unions. “

The same channel on Tuesday organised another release of a program of “Special Correspondent” Arkady Mamontov named “Odessa. New Katyn”, where in the same spirit, even before the completion of the investigation of this tragedy, all blame is placed on “Kiev’s junta”, “Ukrainian fascists” and the “Right Sector”. Although new information of the investigative commission in Kiev testifies that as a result of the investigation of the events in Odessa on May 2 a suspicion of committing of a crime will be announced to Odessa City Council deputies from the party “Rodina” Sergei Bovbalan and Evgeny Khaikin. Sergiy Shapoval: separatists are demoralized. They can be finished off

A journalist of Lutsk’s newspaper “Volin Post” Sergiy Shapoval spent more than three weeks in captivity of Donetsk separatists. He was captured on the 26th of April after he tried to subscribe as a volunteer in Donbass people’s militia. Shapoval was going to join separatists to write a report about people who support the protest.

According to Sergiy, there is a real spy-phobia among separatists: they interrogate all volunteers fearing that members of the “Right Sector” will join them. After they found Sergiy’s journalist ID, he was tortured by electric shock, and for greater impact they put a wet cloth on his shoulder.

During interrogation there were present journalist of Anna News. After the torture, as if nothing happened, they recorded a video with the beaten journalist. Sergiy was forced to say that he is OK and that he is in Slavyansk.

Later this video was removed for YouTube. In total there were recorded 4 videos, in which Shapoval spoke a prepared in advance by separatists and Russian journalists text. They were also publishing articles on Sergiy’s behalf, which were portraying separatists move in a positive light.

Are the ideas of the People’s Republic of Donetsk supported in Donetsk?

Ordinary people in Donetsk do not support People’s Republic of Donetsk. Do you remember on Maidan there were hundreds of volunteers, who cooked and brought food.

In Donetsk the militants make their own sandwiches, and there are few announcements a day from the stage that they need women to cook food. I saw and heard it all, because I was in a room, which windows overlook the main entrance to the Donetsk Regional State Administration.

They didn’t even had enough mattresses. Some militants slept on the floor; they could not organise their everyday life.

In the evening there are patrols in town, presumably to protect the rule of law and at the same time take phones from locals. In the morning they show off who stole better phone.

The parking in front of the Regional Administration is packed with stolen cars. How do I know this? They talk about it – stolen cars.

Are separatists really afraid of the “Right Sector”? Or they understand that the rumors about this organisation are exaggerated?

This is their universal horror story. Whoever is caught is declared to be a member of the Right Sector. Whatever happens – this is all the Right Sector. They are wound up by the Russian TV, which even calls the National Guard the Right Sector.

Who are the people on the rally in front of the administration?

When I came there in the end of April there were many romantics, idealists, adventurers. The audience is 25 to 33 years old.

After the fire in Odessa’s House of Trade Unions on the 2nd of May there was a surge of volunteers. The corridors were packed with people. Some miners squads came.

After the referendum all thinned out. Now there are only young people there. Even on Saturday and Sunday, when there should be many people, there are only a couple of dozens of them. Maximum a hundred, when there is a meeting.

Compare this to the self organisation of participants in EuroMaidan, where they were able to create some structures, organise everyday life, cooperate. Separatists are only capable of impulse, which thins down rather quickly.

This is a very glaring fact. Separatist, who say that they will go all the way to the Polish border, take off their Georgian ribbons when them move more than 100 metres away form the Regional Administration. I have seen it myself. When I asked one girl why it is the case she answered – Don’t you understand how many fascists are here?

Then why the Regional Administration is still not freed?

Because they have machine guns. There are a lot of arms there. I have seen Kalashnikovs, I have seen antitank grenade and objects, which looked like anti-tank mines

There was information in the media that almost in every office in the Administration there is a prisoner. Is it so?

Yes, I have heard cries, heard how they lugged someone though the corridors. One can stand near the building and see how they walk people with hands cocked and heads wrapped in cloth. And so every day. In the best case scenario these people are forced to wash toilets, in the worst – they are tortured.

I was tortured in the editorial office of the newspaper “Life”. They have such editorial office and there I was tortured. Then, after interrogations, Russian journalists came, put a flag on the wall and told me to speak into camera and say that I am in Slavyansk. And say the text that they wrote for me.

What do people in the seized Regional Administration say about Akhmetov?

Bad thing in general. They were saying that he fires people form the mines for taking part in rallies. They also hate the Party of Regions and Tsaryov.

What does the place of protests, the tents village looks like?

Tents village is a loud name for it. There are two or three tents.

There is a stage, but it is always empty. Not like it was on Maidan, where everyone wanted to come out and say something. There, they either play “Get up, enormous country” (old Soviet song – ed.) or a granny reads her poems or a granddad tells how much he should like to throttle Liashko. Or they show reports and news of the channel “Russia 24″

A song “A war with people is bad. Maidan zip it” is very popular. They also have their own “Heaven’s Guard” and slogans “Glory to Russia – Glory to Donbas!”.

The Regional Administration itself is smashed. Everything, which could be taken out was taken out.

How did you mange to break free?

I would not be able to break free by myself. I would get caught and would be killed, that’s why I simply sat and waited. Yesterday a man came and told me that I have to eat and wash and that I was to be swapped. Three hours later a man in civilian came for me. He led me to a car. We went to what looked like the Donetsk airport. There were many people there, I recognised Victor Medvedchuk and Nestor Shufrich. I came to Medvedchuk and asked – why do you need this, why did you free me? He answered that this is his position – to help people who are in need.

What is your forecast for the development of events?

Separatists can be easily finished off. If they are not given any surge, like the one in Odessa. They are demoralised, they do not know what to do. They do not see any outcome. People’s Republic of Donetsk, for which they live half hungry and die exists only in the Donetsk Regional Administration.

Sign is a depiction of something, for example a word, a road sign, an emblem, coat of arms or something else. A sign always has a meaning and it is used to depict that meaning. For instance, the symbols of “self-defense” units of Donbass separatists were broadcasted on local television in Slavyansk and seen on different flags, although, now they are less seen (compared to how it was before), so maybe the separatists have come to reason. May 16, 2014 Lithuanian media round-up

On 16th of May Lithuanian Parliament delegated 8 Members of Parliament to observe elections of Ukrainian President, which will be held on 25th of May. (Lithuanian Parliament Press Office, BNS, ELTA, 15min.lt)

On 17th of May Street Music Day will be held for the first time in Kiev, Lviv, Ivano-Frankivsk, Dnipropetrovsk and Odessa. Lithuanian artists will arrive to support European Ukraine: groups ‘Biplan’, ‘Dee&Kammy’, ‘Colors Of Bubbles’, Jurgis Didžiulis will perform in Kiev, Edgaras Lubys/Amberlife and percussionist Donatas Senkus – in Lviv. On 16th of May Vytautas Leškevičius, Lithuanian Vice-Minister of Foreign Affairs, and Valeriy Piatnytsk, Government’s Commissioner for European Integration of Ukraine chaired the 10th meeting of the Lithuania-Ukraine Commission for European Integration. The Commission meeting discussed the creation of a coordination mechanism for European integration in Ukraine, Ukraine’s progress towards a visa-free regime with the EU and possible Lithuania’s expert assistance to Ukraine in the implementation of the Association Agenda. On 16th of May second United Nations report about human rights situation in Ukraine was published. It says that ‘human rights violations have escalated in Eastern Ukraine and serious problems are emerging in Crimea, as well as a “wave of abductions and unlawful detentions” of journalists, activists, politicians, representatives of international bodies and members of the military’ (delfi.lt, lrytas.lt, 15min.lt). Dmitry Tymchuk: ‘The Generals of ATO are pathetic’

We are speaking with Dmitry Tymchuk, the leader of ‘Information Resistance’ (IR) group and the head of ‘Military and Political center’, about anti-terrorist operation in general and problems of Ukrainian armed forces that relates to the execution of ATO.

-Everyone has questions why ATO is so sluggish and ineffective. What is your opinion why the operation has failed?

 I wouldn’t say that ATO has failed. Under all given circumstances ATO has reached some results and that is very good. We need to consider that there were plenty of factors influencing the success of ATO in order to understand the amount of problems that ATO soldiers had to overcome. There are several reasons for inefficiency: political, military, psychological, economic (speaking about material and technical supplies)

 -I prefer to start from the cornerstone – politics.

Starting from events in Crimea it has become very common to personally blame either O. Turchynov or A. Yatsenyuk. And Yatsenyuk is involved only to not leave Turchynov alone in the blacklist. And, of course, generals of armed forces are there to be blamed as well. Our ‘Information Resistance’ group is not an exception – we also have blamed our government on many occasions.

And it is pretty logical: a fish rots from the head down. On the other hand, after Crimea we had many opportunities to evaluate the situation from the common point of view. And the more we learned the more questions arose regarding every level of governance. Moreover, it turned out that most of questions aimed at Turchynov had to answered by someone else.

Talking about political situation. Yes, after events in Crimea we had no clear position from our highest ranking officers. But in last two months many things have changed. According to our data, Ukrainian government mustered the required political courage to finally start dealing with problems in Donbass.

Unfortunately there’s starts other problems. Firstly, international pressure. Yes, the West supports us – applying sanctions for Russia and encouraging us. But the West has a clear stance – only negotiations and no blood.

This is nonsense. Negotiations are possible only with those who solve problems in a diplomatic way. But if those invited to “round-table discussions” reply with terrorism, they must be punished.

Second problem is Russia. A lot was said about not provoking Russia that I can’t go into that again.

-What about famous ‘Tymoshenko trace’? We often hear that Yulia Volodymyrivna doesn’t need presidential elections in which she has no chances to win. Therefore, Turchynov and Yatsenyuk, who are controlled by Tymoshenko, are failing ATO on purpose to prevent the election.

I have to admit that we also had such suspicions. But now I can claim that yes, current government can’t find competent people to manage ATO. This is the problem and responsibility of our government. ATO is blocked by many internal problems, but we can’t see ‘Tymoshenko’s hand’ there. Whether you believe it or not, this is the way it is.

Personally I’m convinced that current government already has enough real shortages and there is no need to invent new ones. It would be better to realize the situation and fix those issues that currently are ‘in the shadows’.

-Responsibility of 13th of May, 2014 tragedy when soldiers of 95th brigade died, in social networks was assigned to Turchynov and Avakov…

This is nonsense. In case of Avakov – what is the relation between him and 95th brigade or military actions during ATO? These questions should be given to Koval  (Minister of Defense) and Mykhailo Kutsyn ( Chief of the General Staff and Commander-in-Chief of the Armed Forces of Ukraine). But for unknown reasons none of the critics have even mentioned them.

In case of Turchynov is the same situation. Is Turchynov assigning tasks for every brigade? Is he giving direct orders? Is he responsible for supplies? Is he personally responsible for actions that according to the military alphabet should be responsible head of a squad? If commanders starting from lieutenant doesn’t know statute then how president is involved into this?

We need to get rid of our habit to blame government for every single reason. It is very convenient to do so but with this way we will never solve our main problems and no significant victories will be achieved.

But I’m wrong – President is related. Turchynov‘s problem as the Supreme Commander is that in ATO headquarters sits incompetent bunch of high ranking officers, which competency and adequacy for that positions are questionable. And the all other problems goes down ike a domino to the lowest rank soldiers.  

By the way, the generals of military in ATO headquarters are causing most of the doubts. These gentlemen embody the poorness of our military. Pathological tendency to lie and pretend, panic fear to take responsibility for decision making, total lack of professionalism. This is an ugly picture and in today’s situation is unacceptable.

-There were many great talks about General Vasily Krutov, the Head of ATO, but as the time went on these talks were getting more and more negative…

Before ATO I talked with V. Krutov only once, therefore I can’t say that I know him well. I can only agree with the opinion of those who know him for a long time and are working with him now. The work in the Security Service of Ukraine (SBU) has negatively affected him.

-Why is he not substituted with someone else?

To whom? Tell me the name. We (ed. Information Resistance group) will talk about the candidate and in case of him being trustworthy we start lobbying him. I personally don’t know any good candidates. On the other hand, I’m not an expert of anti-terrorism.

 -So, everything can be fixed by changing the government?

We (ed. Information Resistance group) group thinks that government issues are the main problem. Solving this problem will catalyze solutions for the rest of the problems.

First of all, behavior of the soldier depends from his commander. I know this from the times of my own military service when I was a deputy company commander.

From the very beginning of ATO campaign the biggest issue was and still is that our forces – firstly military (more precisely commanders of all levels)- are not psychologically prepared for a battle. It is a paradox, but it is a fact. There are plenty of examples starting from Crimea when officers of middle and juniors ranks and privates simply refused to execute commands or even sabotaged them.

Our army was never fighting seriously. Experience in peacemaking operations is very limited – only Iraq can be mentioned. In other campaigns our soldiers were mainly in guarding roles. All this leads to a catastrophic condition of military training and total degradation of the military education system.

And much the same is within the Ministry of Internal Affairs. Our officers were very brave when confronted with unarmed protesters of Maidan. But when they faced well armed criminals we immediately fell into trouble.

But now we see that SBU together with the National Guard of Ukraine are successfully executing their tasks. In general, experience has a high price, but it can be gained and this is the most important thing. Also I am sure if we would have more adequate generals coordinating operations we would have much more victories and much less blood.

 -Speaking about the provision of ATO or more exactly the already legendary lack of it?

At the very beginning of operation it turned out that army had no resources. Army warehouses were empty – most of the things were stolen ages ago. By the way most of the thieves are working in the Ministry of Defense and General Headquarters now and continue to do the dirty jobs. For now I’ll say no names, but I promise, we are going to reveal them.

Resource allocation system (which was implemented even before Yanukovych and his team) turned out to be a very efficient way to steal governmental money, but was poorly suited to supply outside the permanent dislocation place located military units combat actions.

In the Ministry of Internal Affairs – the same problem. Suddenly it was noticed that there are no basic tools for police operations, for example stun grenades. It seems that everything was consumed for Maidan protests during reign of Yanukovych.

All these problems are being solved now. But urgency causes other troubles. The Ministry of Defense public purchasing system (which is declared as “clear”, which in fact is strongly corrupted) allows to receive goods only after 120 days from the day of the public offer is made even when finances are available. Recently a special law for ATO was passed but we can’t say that it was implemented successfully.

Another problem is that we simply can’t buy all the equipment we need from local manufacturers. Nevertheless the West promised their support, but until now not much of it had reached us. We can’t buy equipment from Europe because while “supporting” us, Europe has prohibited selling military equipment to Ukraine. On one hand, it makes sense because EU and UN has regulations preventing sale of weapons to conflict zones. But on the other hand, no one needs such “West support”. It is just a hypocrisy. As of now we can only rely on ourselves and partly on Americans.

But we must remember, that every problem with supplies of equipment is directly related with health and lives of our soldiers. Also every military officer that is responsible for solving these problems must be named and we should demand personal responsibility from him. Otherwise ATO will remain a waste without any significant results.

Information Resistance, DELTA Section: If Putin talks about peace, we must prepare for war.

On May 7, Vladimir Putin called for armed separatists in the Donetsk and Luhansk Regions to abandon the idea of holding a referendum planned for May 11. Of course, one could have rejoiced at such a statement, and dreamed that “The Great Poo” was hanging the separatists out to dry—especially in the context of a communication intercepted by Ukrainian intelligence between the Donetsk separatist [leader of the unregistered organization “Orthodox Donbass”] D. Boytsov and his “spiritual advisor” A. Barkashov from Moscow. In the communication were threatening statements from the U.S. concerning their readiness to introduce new industry sanctions against Moscow.

But there it was. As we remember, Hitler once promised Stalin that he wouldn’t attack the Soviet Union. Before the occupation of Crimea, Russian politicians, pundits and media simultaneously shuddered over the failure of Muscovy’s [Ed. –author uses historic name here out for irony] policy in Ukraine, saying “they lost the Khokhols.” The Geneva meeting was promising in and of itself, but history shows that you can’t believe a single statement from the mouths of Russian politicians, just as you can’t rely on agreements signed with them.

Against this backdrop, a special operation by Russian special forces to destroy pro-Russian citizens of Ukraine at the Trades Union House [in Odessa] calls for serious concern. Now the theme of an “Odessa Khatyn,” allegedly hosted by Ukrainian authorities and the “Right Sector,” is being actively used by Russian media (with the help of foreign experts loyal to Muscovy and the mass media) to drum into the minds of Russian residents a thesis of the genocide of “Russian compatriots” in Ukraine, which must be urgently protected. It even reaches the point of absurdity–the Russian “experts” claim that during the fire at the Trades Union House, the most trained “Pravoseki” [“Right Sector” members] managed to rape females among the pro-Russian activists. Even without going into the details of the Odessa tragedy, it’s enough to ask, “who benefited from it?”

In recent days, the Russian media began to exaggerate the necessity of introducing “peacekeeping” troops from Muscovy to eastern Ukraine, while simultaneously denying the Kremlin’s interest in such a forceful development of events in our country. For Putin, the most favorable [development] is the introduction of “peacekeepers” under the pretext of protecting “compatriots,” since direct military aggression against Ukraine will turn Russia into North Korea, and the kids of Russian politicians and businessmen will quickly be shipped out of Europe and the United States back to Muscovy. Therefore, there is the remaining option of devising an excuse, with assistance from Russian mercenaries and separatists, for the introduction of “peacekeepers” in Ukraine.

Also noteworthy is the sudden upsurge in Russian media outreach activities aimed at spreading mistrust towards Ukrainian and Western media which allegedly discredit the events in Ukraine. Such facts were not observed during the operation of the annexation of Crimea. We can assume that the Russians are [currently] being prepared for a powerful disinformation [campaign], wherein their consciousness is programmed to block out alternative sources of information.

In addition, the Russian media are actively promoting “misinformation” about the shooting of local civilians by Ukrainian security forces during the ATO [anti-terrorist operation] (including women and children) and the bombardment of residential neighborhoods in Slavyansk and Kramatorsk from artillery and military aircraft. At the same time, the following labels are used to characterize the Ukrainian government and special forces: “punishers,” “terrorists,” “killers of civilians,” “neo-Nazis,” “Fascists.”

And suddenly, against this backdrop the “Chief Bear” crawls out from its lair–it had until recently nursed its paw after another round of lies to its people–and begins to roar at the separatists in both Luhansk and Donetsk. Although in fact this wasn’t the main point of Putin’s statement, it’s important that in his statement, he:

–did not recognize the legitimacy of current Ukrainian authorities;

–exhibited an interest in putting Ukrainian authorities at the negotiating table with separatist criminals;

–pretended to be concerned with the ATO initiated by Kiev;

–accused Ukrainian authorities of conducting “punitive operations;”

–confirmed his lack of interest in the Presidential elections in Ukraine.

Thus, in view of the presence of Russian troops along Ukrainian borders, and the occupiers’ military maneuvers in Crimea on the occasion of May 9th [Victory Day], Putin’s peaceful statements are worthless. The strengthening of anti-Ukrainian hysteria by the Russian media merely reinforces that the separatists and Russian intelligence services are stepping up their subversive activities in order to create an environment for the introduction of the Muscovan “peacekeeping” contingent in the East, followed by the transformation of that part of our country into a second Transnistria. Putin and the handful of criminals that he paid off can’t hold a referendum in eastern Ukraine and also provide minimal evidence of its legitimacy–this is not Crimea. Therefore, he will use the bought cannon fodder to the maximum extent in order to demonstrate the picture of the insidiousness of “Nazis” from the “Right Sector,” who leave Yarosh business cards “on the corpses of women and children,” to the West and to his own zombified citizens.

The bad news:

1. The closer we get to May 9, the more alarming are the signals we receive of the impending activation of the pro-Russian extremists. Although they can hardly be called passive now.

What’s worse, against this backdrop Putin has begun his next game. ‘Tipping off’ separatists to postpone the referendum, his near-willingness to recognize the Presidential elections in Ukraine–it’s like the guy’s been replaced.

But the Head of the Kremlin’s lie about the alleged withdrawal of Russian troops from the Ukrainian border does not allow for delusions. No one is withdrawing troops. This means that the soothing and nearly peaceful statements by Putin–are likely a show for the most gullible.

We don’t yet understand the reasoning behind this game. But it is clear that we shouldn’t relax. Quite the contrary.

2. The geography of extremist danger keeps on growing.

Today, we have included Zaporizhya Region in the ‘red’ zone (with the threat of extremism at 5 or higher on a 10-point scale), whereas the previously assessed threat was at 4 points.

However, the threat in Kharkov region went down–it dropped from the ‘red’ to the ‘yellow’ zone. So, they cancel each other out. We will present the infographic tomorrow.

3. Today at a press conference, the head of the Anti-terrorist Center at the SBU  Vasyl Krutov announced that during the ATO, 14 Ukrainian servicemen were killed, and 66 servicemen were injured.

We have slightly different data, but it doesn’t matter. What really matters is that every day of confrontation is paid for by human lives.

These fallen guys from the special forces are Heroes. Vechnaya Pamyat (Memory eternal) for them.

The good news:

1. Today we ran a small monitoring mission to prepare the region for possible provocations on Victory Day [May 9].

The situation is better than you might expect. Not the most optimistic picture, however, in Donetsk and Luhansk only.

Especially positive are Kharkov and the southern regions (primarily Odessa and Mykolaiv, and Kherson to a lesser extent). Here, very powerful measures have been taken to counter the threat both by security forces and local authorities. (I am not talking about Dnipropetrovsk­–here the local authorities have initially shown themselves to be up to the mark.)

For example, ‘Kyiv-1’, a special police battalion formed by volunteers arrived in Odessa today. The Defense Ministry conducts activities along its chain of command–I think we will be able to report about them tomorrow.

2. The anti-terrorist operation. Today, we finally got the full information needed to complete the puzzles. We received full confirmation of our fears about the reasons for the apparent lack of effectiveness of the ATO.

Our previous claims to the leadership of the ATO and interactions between the special forces were fully justified. The positive is in the fact that we saw some serious, ongoing work from the “top” to eliminate the problem.

The main problem lies in staff. Our generals have grown used to their comfy office chairs, they are unable to make decisions and fear liability, with a panic. The good news is that there are still adequate people amongst them. Despite the delays, they are still being assigned to key positions.

I think that today, in this grim and joyless environment for Ukraine, a new generation of Ukrainian law enforcers is being born. Commanders and leaders who are ready to take responsibility, and soldiers who are ready to defend their country and its people–not in words but in deeds.

Unfortunately, this birth is payable with blood.

3. As a result of the separatist attack on the bus carrying the ‘Azov’ police battalion, the ‘Minister of Defense’ of the so-called Donetsk People’s Republic, Igor Kakidzyanov was captured.

Is it just me or are Donbass extremists truly idiots? Is this how they famously ‘attack’, to immediately give up their main ‘commander’? And if their ‘Defense Minister’ is such a unique individual, what should we expect from their ‘soldiers’?  What a dumb ‘army’, to be honest with you.

4. The SBU reported that in Odessa the existence of a Conversion Center was discovered that funded the riots on May 2. As expected, Yanukovych’s ‘Family’ bears responsibility for the financing.

In general, it’s not a big secret: the more the channels which finance extremists are blocked, the more chances there are to succeed in the fight against them. Without money, there will be no terror under the Russian flag. And Mr. Putin and his ilk can tightly roll up and stick their ideas of ​​’Russian World’ wherever they earlier stuck norms of international law.

Ukrainian Security Services uncovered a conversion centre, which was used by Klimenko and Arbuzov to finance separatists in Odessa.

The head of the Ukrainian Security Services Valentyn Nalyvaichenko (stated that a conversion center, which financed riots on the 2nd of May, was uncovered in Odessa.

‘We have stopped the activity of a conversion center, which financed riots in Odessa on the 2nd of May,’ – he said.

According to the head of the SSU, 4 people were arrested. Ex-head of the Ministry of Income Alexander Klimenko and ex-deputy Prime Minister of Ukraine Sergey Arbuzov are involved in the activity of this conversion center.

During riots and fire in Odessa on the 2nd of May at least 46 people died, more than 200 were wounded.

SSU were reporting earlier that the riots in Odessa, which led to death of people, were organised outside Ukraine and financed by S. Arbuzov and A. Klimenko.

Later A. Klimenko denied his involvement in financing of support of any protests in Ukraine.
